The Story Behind the Festival: a Reef the Village Brought Back
Pemuteran made its name underwater.
By the late 1990s the bay's corals had nearly all died, from bleaching, sedimentation, reef bombing and poison fishing. In 2000 the village began working with the scientists Wolf Hilbertz and Tom Goreau to build Biorock structures. These are low-voltage steel frames that speed up coral growth. It also set up and enforced a village marine protected area around them.
The festival's own account of the project counts more than 70 separate Biorock reefs in the bay today. Decades on, the restored reefs are the village's livelihood, and Pemuteran is often cited as proof that a community can bring a reef back.

The Opening: a New Reef Goes into the Bay
At the most recent opening, around 40 divers sank a new artificial reef structure in the bay. The regency's tourism site names it the Gapura Harmoni Baruna Giri.
Reef and Conservation Events You Can Join
The festival's own programme keeps the reef at the centre, with a Biorock workshop and a new reef-restoration structure. Visitors can join the beach clean-ups, and conservation workshops run alongside them. At this festival, the main attraction is under the water.
The Village Festival Around It
Around that core runs a village festival over the same days:

When It Happens: November or December, Dates Announced Late
The festival is annual and lands in the November to December window, usually across about three days.

The dates move from year to year, so check the festival's own site and the regency's announcements before you book. If the dates do not line up, the reef, the Biorock frames and the village are all there the rest of the year.
Practical Notes
- Getting there: Pemuteran is about ninety minutes west of Lovina on the coast road, and a long drive from the airport in the south. See getting to north Bali for the routes.
- Where to stay: in Pemuteran itself. The village is small and the festival is held on Pemuteran beach, so much of the village is within walking distance.
- Bring cash: ATMs thin out in the northwest, and food stalls and warungs run on notes. Withdraw in Lovina or Singaraja on the way, as the Bali currency guide explains.
- Bring your own mask: if you snorkel over the restoration site, a mask that fits beats whatever is in the rental bin.
- Do not touch the structures: the Biorock frames are living coral. Keep your fins up and your hands off, and stay off the reef while you look at it.
- Go in the morning: the sheltered bay is calmest then.
How to Fit It In
The festival fits a northwest loop. Spend two or three nights in Pemuteran for the bay and Menjangan, then go east along the coast to Lovina for the dolphins and the hot springs.
