Yes, there is diving in Lovina. Buleleng's tourism office describes calm, safe dive spots off Kalibukbuk for beginners and experienced divers alike, with simple coral reefs and small fish close to shore, and Lovina's dive centres run shore dives on the local reef, PADI courses and daily trips further afield. The reef here is modest next to Menjangan. Stay in Lovina and dive locally if you are learning, want an easy dive between the dolphins and the waterfalls, or like small creatures on sand. Go west to Pemuteran and Menjangan for walls and visibility, east to Tulamben for the USAT Liberty wreck, and to Amed if you want to dive off the beach every day for a week.

What the Diving Off Lovina Is Like
The regency's own diving page puts it plainly. Besides the dolphins, Kalibukbuk offers "safe and calm diving spots" for beginners and experienced divers, where you see simple coral reefs and small, quick fish "without having to travel too far from shore." That is the honest picture: easy, close and gentle, with the same calm sea that makes the dolphin boats possible.
The dive centres fill in the detail. Sunrise Dive Bali describes walk-in shore diving "with minimal waves," an artificial reef built around a sunken Volkswagen car, reef fish, nudibranchs and "occasional rays," and a night dive when the reef changes after dark. Lovina is also one of the Bali sites in the government-funded Indonesian Coral Reef Garden restoration, where local workers installed concrete and metal bio-rock structures for new coral to grow on.
Northbound's snorkelling guide says the same of the water from the surface: gentle and good for a first try, with reefs more modest than Pemuteran's or Menjangan's. The Lovina beach guide covers the coast stretch by stretch.
Puri Jati: Macro Diving West of Lovina
West along the coast toward Seririt, Lovina's diving becomes a specialist's interest. Zen Resort Bali, at Ume Anyar near Seririt, lists Puri Jati among its four dive sites and calls it "widely considered one of Indonesia's premier macro diving destinations"; its older dive site calls Puri Jati its house reef. The resort also runs a seahorse night dive, where spotters look for seahorses and mimic octopuses "on black volcanic sands."

This kind of diving is slow and close to the bottom, for people who like finding small things. If you want coral walls and blue water, go west to Menjangan instead.
When to Go West: Pemuteran and Menjangan
Menjangan is the reason serious divers come to north Bali. The regency's diving page describes water with visibility of up to 50 metres, healthy coral and a wall dive with turtles and the occasional reef shark. Pemuteran, on the mainland opposite, has the Biorock reef, which the same page calls the world's largest coral reef conservation project.
All three dive centres below run trips to Menjangan. It is a long day from Lovina, though: Pemuteran is about ninety minutes west of Lovina by road, and the island is a boat ride beyond that inside West Bali National Park. If Menjangan is the main event, or you want more than one day on it, sleep in Pemuteran. When to Go East: Tulamben and Amed
Tulamben is the wreck. The USAT Liberty, an American cargo ship torpedoed in 1942 and beached on Bali, lies about 40 metres off the beach, its stern about 5 metres down and its deepest point about 30. The dive centres below run day trips to it along the north coast road. Amed, a little further on, suits divers who want to walk in off the beach twice a day for a week; it is about two hours from Lovina, so the Amed guide and where to stay in Amed treat it as a base of its own.

On the way east, the regency names Les and Bondalem, in Tejakula, as two diving villages with anemones, reef fish and coral.
Dive Centres in Lovina
Each of these shows its courses and trips on its own site. We do not quote prices; ask each what a trip includes, especially park fees for Menjangan.
Arrows Dive
What it says about itself: "A full service PADI dive shop," offering scuba diving and snorkelling "for water sport enthusiasts of all levels," with PADI courses from Open Water to Rescue Diver. Its dive sites are Menjangan, the Lovina reef, the Tulamben wreck and Secret Bay, the shallow, plankton-fed bay at Gilimanuk. Its site lists its instructors by name with their PADI numbers and warns that uncertified divers have claimed to work for it, a sensible thing to check with any operator.

Sunrise Dive Bali
What it says about itself: A PADI dive centre "operating from Lovina and Pemuteran," running courses, fun dives, snorkelling and multi-day safaris to Menjangan, the Lovina reef and Tulamben. The Lovina centre is inside Sunrise Lodge & Lounge and offers free pick-up from nearby Lovina accommodation; the Pemuteran centre is set up for the Biorock reefs and Menjangan.

Zen Resort Bali
What it says about itself: A wellness resort with an on-site, PADI-affiliated dive centre running "Zen Harmony Diving," which pairs scuba and freediving with yoga, pranayama, meditation and Ayurveda. Courses run from Discover Scuba to Advanced, plus PADI Freediver, and its sites are Menjangan, the seahorse night dive, Puri Jati and day trips to the Liberty.

How to Fit It In
A Lovina dive fits a Lovina morning. The dolphin boats are back early, and the local reef is close enough to dive later the same day. Menjangan and Tulamben each take a full day, so give them their own. If you are choosing a base, Palm Living's villas for rent are mostly around Lovina, with a few at Pemuteran; the Lovina guide covers the rest of the coast.
Practical Notes
- Ask what the price covers: boat, gear, guide, and for Menjangan the national park's own charges.
- Check your instructor's PADI number if an operator lists its staff, as Arrows does.
- Dive in the morning for the calmest water, and expect lower visibility after heavy rain.
- Bring your certification card for fun dives, and your logbook if you have one.
